We are pleased to share an important update regarding the 2026 University Park Recreation District (UPRD) Board of Supervisors Election.

APPOINTMENT OF 2026 UPRD ELECTION CHAIR
The University Park Recreation District has designated Don Ferris as the 2026 UPRD Election Chair.

The Election Chair will oversee and coordinate election-related activities for the 2026 election in coordination with District Management and in accordance with applicable requirements.

ABOUT THIS ELECTION
Two (2) UPRD Board Supervisor seats are up for election.

Each position serves a three-year term.

This election is conducted under University Park Recreation District Charter and applicable Florida laws.

LAST CALL FOR CANDIDATES
Residents of University Park are encouraged to run for one of the two open Supervisor positions on the UPRD Board.

Candidate Requirements:
Candidate information as outlined on the Candidate Nomination Form must be received by the District Manager no later than 5:00 p.m. EST, Today, December 17, 2025.

Submitted candidate information will be posted on the UPRD website throughout the election period.

Candidate Forums will be held on or before January 30, 2026; participation is encouraged but not required.

Successful candidates must annually complete Florida Form 1 (financial disclosure) and comply with applicable ethics requirements.

December 17, 2025 – 5:00 p.m.

On or before December 31, 2025
Voter registration process for Lot Owners and Residents completed confirming the voter eligibility. To register click here.

Ballots and Proxies distributed (voting begins).

On or before January 30, 2026
There will be (2) Candidate Forums inviting all the candidates to participate.

February 17, 2026 – 12:00 p.m.
Final election date with poll closing at 12:00 noon. Immediately following ballot verification by the Election Chair the results will be announced.

The University Park Recreation District (UPRD) will hold its next Board of Supervisors election in early 2026. Please note: this is a separate election for a different governing body and not to be confused with the UPCAI’s recent election.

Call For Volunteers: 2026 Election Chair

Dear Residents,

The University Park Recreation District (UPRD)is seeking volunteers interested in being considered to serve as Election Chair for the upcoming 2026 UPRD Board of Supervisors election.

In accordance with District procedures, the Board of Supervisors shall appoint a person to serve as Election Chair, who will work with the District Manager and District Counsel to oversee and facilitate the election process. A Board Supervisor may not serve in this role.
The Election Chair will be responsible for ensuring that the election is conducted in a transparent, accurate, and impartial manner. The Chair may recruit other volunteers to assist as needed. Except for possibly testifying at a future proceeding concerning the election, the Chair’s duties will be completed at the conclusion of the election.
Residents interested in being considered for appointment as Election Chair are invited to submit a brief statement of interest to District Manager, Vivian Carvalho, carvalhov@pfm.com by Thursday, November 13th, 2025.

2025 UPRD Board of Supervisors Election Results

Dear UP Homeowners and Residents,

The University Park Recreation District (UPRD) Board of Supervisors 2025 election has officially concluded. Thank you to all who participated in this important process.


2025 UPRD Election Results

The tabulation of votes was conducted by an independent accounting firm, ensuring accuracy and impartiality. As announced at the Special Board of Supervisors Meeting held at 5:30 PM EST, the certified final results are as follows:

Vote Counts:

  • Sally Dickson – 725 votes
  • Steve Heitzner – 919 votes
  • Scott Huebner – 643 votes
  • Steve Ludmerer – 584 votes
  • Dale Otterman – 537 votes
  • Steve Parkinson – 605 votes
  • Write-in Votes: Richard Timmy (2), Walter Sheperd (1), K. Russo (1), Jim Case (1), Jane Mulner (1)

Elected Board Members:

  • Seat 1: Steve Heitzner – 3-year term (Expires 2028)
  • Seat 3: Sally Dickson – 3-year term (Expires 2028)
  • Seat 5: Scott Huebner – 3-year term (Expires 2028)

Total number of ballots distributed: 2,616
Totals ballots received and accounted for: 1,430

Missing Your UPRD Ballot? Here’s How to Verify Voter Eligibility

Have You or Someone in Your Household Not Received a Ballot?

If you are a property owner and have received your ballot, but your residence partner, dependents (ages 18 and older), or long-term guests/tenants (ages 18 and older) who have lived at your address for 183+ days (on or before August 19, 2024) have not, they may be eligible to vote.

Please contact the UPRD District Manager, Vivian Carvalho, at carvalhov@pfm.com for assistance.

District Management will first attempt to verify your residency by checking the University Park Country Club (UPCC) membership database and the University Park Community Association Inc. (UPCAI) database.

  • If we can confirm that you have resided at your University Park address for at least 183 days (on or before August 19, 2024), a ballot will be issued.
  • If we cannot verify your residency through these records, you will need to provide the following as additional proof:
    • A utility bill, pay stub, or other official document showing your name and University Park address, with an issue or statement date of on or before August 19, 2024.
    • A signed and notarized affidavit confirming your residency. You can access the affidavit form here.

You may also visit the polling station located in The Varsity Club on Election Day, February 18, 2025, with your proof of residency and valid ID to have your eligibility verified and receive a ballot.

Important Reminder About Ballot Submission:

All ballots must be sealed in the provided envelope. To protect voter anonymity, ballots do not include voter identification. Any ballot submitted without the sealed envelope will be considered invalid. If you have already submitted your ballot without the necessary envelope, please contact the UPRD District Manager, Vivian Carvalho, at carvalhov@pfm.com for assistance.

Voter Fraud Warning:

Falsifying information or attempting to vote fraudulently is a third-degree felony under Florida law.
