University Park Recreation District (UPRD)

The University Park Recreation District (UPRD) is an independent local government entity established by Manatee County, Florida on August 2, 2018. The District was created to purchase, own, operate, and maintain University Park Country Club, its recreational amenities, and approximately 100 acres of conservation and open space within the District.
 
As a Florida special district, UPRD is responsible for managing community assets, maintaining infrastructure, and supporting long-term planning to enhance the overall quality of life for residents and members.

What Is a Special District?

A special district is a form of local government created for a specific purpose. Special districts:
  • Deliver essential public services
  • Maintain infrastructure and community assets
  • Support responsible growth and long-term planning
  • May levy assessments and issue debt to fund capital improvements
Special districts play a critical role in community development, infrastructure investment, and financial stewardship, ensuring services and amenities are maintained efficiently and transparently.

Establishment

The University Park Recreation District was established through Manatee County Ordinance 18-29, pursuant to Chapter 418, Florida Statutes, following a petition signed by more than 80% of District residents.
 
The ordinance was later amended by Ordinance 23-95.
