Your Annual Bond Assessment: Amounts, Timeline & Two Upcoming Hearings

Dear University Park Homeowners,

With the bond litigation now fully resolved, we want to give homeowners clear detail on what the annual bond assessment means for your property, and two important public hearings coming up in the next several weeks.


YOUR ANNUAL BOND ASSESSMENT
  • The Board will remove the proposed one-time irrigation assessment that appeared on your TRIM notice that were mailed to you by Manatee County.
  • Homeowners will instead pay an annual assessment each year until the bond is fully repaid. The annual assessment will range from approximately $906 to $2,858, depending on the property. Use the Bond Assessment Roll link below to find your annual assessment amount by lot number.
  • This annual assessment will appear on your 2026 Property Tax Bill, issued by Manatee County on or around November 1, 2026.

Equalize the Proposed 2026 Special Assessments
Purpose: Consider and equalize the proposed 2026 special assessments
Date: Monday, August 24, 2026
Time: 9:00 a.m.
Location: Business Offices, 8301 The Park Boulevard, University Park, FL 34201 & Virtually via Zoom

The purpose of this hearing is to equalize the annual bond assessment that will now move forward in place of the one-time irrigation assessment. The Board will consider and take final action on this assessment at the hearing. Residents are encouraged to attend and provide public comment before the Board considers final action.

FY2027 Budget Approvals
Purpose: FY2027 Budget Approvals
Date: Tuesday, September 1, 2026
Time: 2:00 p.m.

The purpose of this hearing is to approve the FY2027 budgets and all obligations associated with them. Further details will be posted on the District’s website as the date approaches.

The District will continue to keep residents informed as these processes move forward.

Bond Litigation Fully Resolved

Dear University Park Homeowners,

We are pleased to share important news. Yesterday, the Florida Supreme Court denied the appellant’s motions for rehearing and oral argument, bringing the bond validation litigation to a final, favorable conclusion for the District.

This follows the Court’s July 9, 2026 unanimous decision affirming the judgment validating the bonds. With the rehearing motion now denied, the judgment is final and the litigation that has delayed the District’s bond issuance is behind us.

  • July 9, 2026 Opinion — the Florida Supreme Court’s decision on Dean K. Matt v. State of Florida, et al., affirming the bond validation judgment.

  • August 19, 2026 Order — the Court’s denial of the appellant’s motion for rehearing.


WHAT THIS MEANS FOR HOMEOWNERS?

The Board intends to remove the proposed one-time irrigation assessment that appeared on your TRIM notice.

• Homeowners will instead pay an annual assessment used to repay the long-term bonds, ranging from approximately $906 to $2,858 per year, depending on the property.

Date: Monday, August 24, 2026

Time: 9:00 a.m.

Location: Business Offices, 8301 The Park Boulevard, University Park, FL 34201

Virtual Attendance: Zoom participation information will be posted on the District’s website.

The purpose is to equalize the annual bond assessment that will now move forward in place of the one-time irrigation assessment. The Board will consider and take final action on this assessment at the hearing. Residents are encouraged to attend and provide public comment before the Board considers final action.

WHAT IS NEXT?

With the judgment now final, the District can move forward with issuing the long-term bonds. A specific timeline for bond issuance is still being finalized, and we will share those details with the community as soon as they are available.

This is a significant milestone for University Park, and the Board of Supervisors is grateful for the community’s patience throughout this process.
